New Coronavirus Surveillance Ordinance of the Federal Ministry of Health (BMG)

The Coronavirus Surveillance Ordinance (CorSurV) has been in force since January 19, initially until October 31, 2021. In order to get a better overview of the variants of the coronavirus circulating in Germany, laboratories are to increasingly carry out full genome sequencing. The maximum possible number of whole genome sequencing per laboratory depends on the nationwide number of new infections in the previous calendar week. If this number exceeds 70,000, up to five percent of the samples tested positive can be sequenced. With a lower number of new infections, the limit increases to up to ten percent.

Coronavirus variant: Further innovations in testing

Since January 27, 2021, variant-specific PCR tests have been possible in accordance with the revised Test Ordinance (TestV) of the Federal Ministry of Health (BMG). All persons with a positive PCR test result are eligible – including symptomatic patients who were tested as part of their medical treatment. The aim is to quickly identify the highly infectious SARS-CoV-2 variants.

What should be considered with regard to billing for laboratories and hospitals with the Medat laboratory information system:

If you want to carry out another variant-specific PCR according to TestV in the case of positive PCR tests (regardless of the type of calculation), you only need a unique analyte here. This examination may only be used for billing according to TestV and serves as a trigger in the OEGD dispensing program. The variant-specific examination must be recorded in the same order as the first PCR, otherwise a count is not possible.

The delivery file OEGD (TestV, record type LABTEST) is then created as follows:

If it is an OEGD order in which the normal PCR and the variant-specific PCR are entered

-> type of testing = 3

If the variant-specific PCR is entered in an order with a different accounting type (not TestV)

-> Type of testing = 1 (because the 1st PCR was not billed according to TestV)

DEMIS acceleration campaign by the BMG and RKI

In close cooperation with the A.L.M., the Federal Ministry of Health (BMG) and the Robert Koch Institute (RKI), Medat Laborinformationssysteme is working to support German laboratories in the corona crisis.

An acceleration campaign for electronic and automated reporting channels is currently being carried out from the medical laboratories to the
public health departments worked for Covid-19 test results.

At the moment, these are reported by the laboratories or other bodies to the responsible health authority. Here, the classic way via fax or email is used, which increases the bureaucratic effort for the people involved extremely.

For this reason, Medat is working together with the Federal Ministry of Health (BMG), the Robert Koch Institute (RKI) and the A.L.M. to accelerate the DEMIS project (German Electronic Reporting and Information System for Infection Protection) and to establish it as quickly as possible . The aim is to create a quick and effective solution for all concerned, which the Covid 19 test results must be transmitted in electronic form.
